The Context The Warren B. Rudman U. S. Courthouse is centrally located in downtown Concord, occupying a historic site adjoining the city's state Capitol complex and the central business district. The area is home to the James C. Cleveland Building, the former federal courthouse and post office, built in the 1960s. The new courthouse was constructed as an annex to this original. The new annex was designed as a freestanding building linked to the existing through a single-story connector. The building includes two Appeals Courtrooms, one Special Proceedings Courtroom, four District Courtrooms, one Magistrate Courtroom, U.S. Marshals, Pretrial Services and Probation Office. Designed in a joint venture between PMR Architects, PC with Shepley Bulfinch and Abbott Inc, the design process began in 1994. A year later construction began in 1995 with the official opening in 1997. , The Building The building's programmatic organization was constrained by the size of the site and forced the use of the collegial chamber floor. This constraint opened the door to other options on the courtroom floor plate that might have gone unnoticed otherwise. First, the chamber style simplified the zoning of the individual courts functions and enabled the provision of natural light to the courtrooms. The chambers, together on the top floor enjoy a more private, secure enclave, as well as share a central library. As each courtroom is available for use by any judge, the courts have greater flexibility in the scheduling of the court time. The exterior walls of the building are clad in stone and marble paneling to correspond with the historic courthouse. The building¿s windows are double glazed in aluminum frames. The main lobby and public areas are all finished in terrazzo, granite, wood, gypsum and wall board. Within the courtrooms, the walls were correspondingly finished in both painted drywall and acoustical panels with stained wood wainscot and trim moldings. The Rudman U.S. Courthouse contains a small amount of unfinished space for the growth of the U.S Marshals Service, U.S. Probation and Pretrial Services Office, and the Satellite County Library. Given the constraints of the size of the site, there is no room for future building expansion. However the plan itself is expandable in the east-west direction if necessary. Additionally, the fourth level of the new annex was aligned with fifth level of the existing Federal Building in order to allow future bridging between the two structures. This would accommodate the possible relocation of the U.S. Bankruptcy Courts back into the Federal Building.
